In the new school year, TKU adds six secondary divisions, and repositions new Vice President for Administrative Affairs and 25 heads of office. In the handing-over ceremony, there are totally 33 new chiefs taking over the new responsibility.

The new Vice President for Administrative Affairs is Dr. Po-yuan Kao, former Dean of the College of Liberal Arts. Dr. Kao took his Ph. D. in philosophy form Chinese Cultural University, and used to chair Department of Chinese, and Center for China Studies. He promises to assist the president in the TQM (total quality management) mission.

There are six added divisions. Statistical Survey Research Center (directed by Dr. Bor-shyh Wen) is added to College of Management. College of Education adds three centers, including Center for General Education and Core Curriculum (Dr. Philip Shieh),Center for Higher Education Research and Evalution (Dr. Chanyang,Ying), and Center for Distance Education (Dr. Chin-hwa Kuo). Division of Instructional Technology ( Wei-kang Huang) is added to Office of Academic Affairs. Student Housing Guidance Section (Duu-chyuan Horng) is added to Office of Student Affairs. President Chang issued the seal to every new chief individually.

The repositions include the Vice President for Administrative Affairs, heads of four primary divisions, sixteen educational divisions, and five administrative divisions (see the list below). The three chairs from College of International Studies, who leave the posts, Prof. Li Lin, Prof. I-hsin Chen, Prof. I-chun Kung, are at abroad. Therefore, former Dean Wou Wei has to go to the platform for five times to hand over the seal, including his own turn. He remarks humorously that “stepping up is a chance, and stepping down is the wisdom” and that “a good coming is no better than a good leaving, when there is always blue open sky outside the window.”

Dr. Gwo-hsing Yu, the new Dean of the College of Engineering, who regards himself as a green hand, is glad to have the position to utilize his experience in maintaining Water Resources Management and Policy Research Center to promote the competitive capability of the College of Engineering. Dr. Chanyang,Ying, chairperson of the Center for Higher Education Research and Evaluation, who just moved from National Chi Nan University to TKU, is deeply impressed by the energetic atmosphere in the handing-over ceremony and is pleased to join in the big family.
